Mr. Farr will work closely with Dr. Shelley Jallow, the district鈥檚 academic monitor; district staff; and the Department to ensure the district is able to successfully implement its Long-Term Strategic Academic and Fiscal Improvement Plan and achieve long-term fiscal stability.

Commissioner Rosa said, 鈥淓ast Ramapo鈥檚 Board of Education continues to ignore the needs of the district鈥檚 children and families. The district consistently fails to meet its most basic and necessary fiscal and operational tasks 鈥� like developing and implementing a balanced budget, transporting students, and maintaining an educational environment that is safe and welcoming for all students and staff. Mr. Farr has proven his ability to address these issues in a wide variety of settings, and I am confident he will help get the district back on track for the sake of the students and their families.鈥�

As a district monitor, Mr. Farr will serve as an ex-officio member of the board of education and have authority to:

• Annually update the district鈥檚 long-term strategic academic and fiscal improvement plan, in collaboration with the board of education;
• Review the district鈥檚 annual proposed budget and recommend to the commissioner any needed changes;
• Approve the appointment of a superintendent;
• Override proposed or adopted board resolutions;
• Submit resolutions that must be adopted by the board to ensure the district complies with the law and acts consistently with the district鈥檚 long-term strategic academic and fiscal improvement plan;
• Require board members, the superintendent, and/or other district officers to undergo training;
• Require the board to vote on cost-saving measures including shared service agreements;
• Help resolve disputes and conflicts, including those between the superintendent and the board, and among members of the board; and
• Notify the board and the commissioner in writing when the district violates an element of the long-term strategic academic and fiscal improvement plan.

Mr. Farr is retiring from the position of Chief Financial Officer of the Rochester City School District and had previously served as the Chief Financial Officer or Chief Operations Officer of numerous school districts, institutes of higher education, and not-for-profit organizations, and as special assistant to Pennsylvania鈥檚 Secretary of Education. Additionally, Mr. Farr worked with Dr. Jallow when she was the monitor assigned to the Rochester City School District.
